INDIANAPOLIS -- A woman was shot and killed Monday night in a northeast side neighborhood where more than a dozen people have been killed this year.
Police officers were dispatched to the 3300 block of North Chester Avenue around 10:45 p.m. Monday for a report of a person shot.
They arrived to find a woman inside a home suffering from an apparent gunshot wound. She was pronounced dead at the scene.
Police later identified her as Penny Jones, 28.
Police said two children and a man were found unharmed inside the residence.
Jones' husband, Dorian Barker, 31, was arrested and preliminarily charged with murder.
Neighbors expressed shock at Jones' death.
"She was a good girl. A very good girl," said Brandon Edmondson. "It's frustrating and hurts my heart."
The victim's sister, who declined to be on camera, says her family is still shocked over the murder.
Police said Barker had a history of arrests for domestic battery, possession of drugs and carrying a handgun without a license.
The area where the shooting occurred has been a particularly bloody part of the city this year.

In November, 30-year-old Cristal Avilez was found fatally shot just blocks away on Lasalle Street.
Richard Noel, Jr., 25, was killed near the intersection of 34th Street and Chester Avenue on October 20. Two blocks southwest, 37-year-old Anthony White was shot and killed in September.
The neighborhood is also the same one where 36-year-old Mack Long was shot and killed by IMPD officers in a scuffle when he fled from a traffic stop.
