WAYNE COUNTY, Ind. -- For the second time in less than three months, a judge has reject a plea agreement for Edward Kemp, the suspended Richmond attorney accused of ripping off clients.
The judge rejected Kemp’s agreement with prosecutors on June 6, and again on Aug. 31.
Kemp is facing 10 felony theft counts for allegedly bilking multiple clients, including taking assets and fees without authorization, between 2011 and 2013.

It’s unclear what was in the plea agreements, because the terms are not public record until they are approved by a judge.
Franklin Circuit Court Judge Steven Cox was named as a special judge in this case, given Kemp’s connection to many judges in Wayne County.
A suspect can reach a plea agreement with prosecutors, but it is not final until a judge signs off on it.
The judge set Kemp’s trial for September 19.

Court records show in addition to the felony theft charges, Kemp is also charged with nine counts of conversion, a misdemeanor.
