City paid bill for former Carrier site clean-up

INDIANAPOLIS -- In 1983, Carrier moved its Indianapolis operations from West 21st Street – leaving the land to the city, and to taxpayers to clean up.

The L-shaped structure on 20 acres has been vacant since 2004. It was demolished bit-by-bit as regulators were confronted with what to do with the contamination from the hazardous and corrosive materials.

The EPA and state regulators stepped in and, just last month, gave the site approval for re-use.

Documents obtained by Call 6 Investigates say the site currently presents no threat to human health or the environment.

There are strings attached, however. No homes or duplexes can stand on the property unless significant soil is removed. There can be no drilling or digging on the site without state approval. And ground water also isn't allowed to be extricated from Carrier's former home.

A final bill for the demolition and related costs of the site wasn't available, but the city's portion was well above $118,000.
