DELPHI, Ind. -- Five months after the deaths of Libby German and Abby Williams, the Delphi Trail Safety Task force made a major announcement Wednesday morning about the future of its city’s trail system.
If the city raises $50,000, it is eligible to receive a matching grant from the Indiana Housing and Community Development Authority for an extra $50,000.
The task force had a video produced detailing its plan and making its pitch to potential donors.
In the 3-minute video, task force co-chair Jacob Adams says, “When we are faced with the challenges of rewriting the history of our town, we want the public to know we are doing everything we can to get a state-of-the-art trail system to set the precedent on trail safety in the community.”
The ability to have a budget of $100,000 would allow the city to begin implementation of several safety and security upgrades including improved lighting at key trail entry and exit points, closed circuit cameras that Delphi police and the Carroll County Sheriff’s office can monitor, three Kiosks which will offer trail users information about their location and where they can go, and the deployment of WiFi.
The task force also plans on placing trail markers throughout the trail every 10th of a mile which 911 operators can locate via GPS in case of an emergency.
The improvements come after 14-year-old Libby and her 13-year-old friend, Abby, went walking on the trails on February 13 and disappeared. They were found dead the following day.

Libby managed to get a picture of the prime suspect on her cell phone and record a voice of a person who says “Down the Hill.” The murder of the girls prompted city leaders to review and improve safety along the trails. Anyone with information about the girls’ death, should call 1-844-459-5786
