Homeowner challenges stormwater project that continues to flood property

INDIANAPOLIS – A homeowner on Indianapolis’ north side said he wants only one thing: proper drainage for his property.

Jimmie Horace calls his driveway, near 57th Street, a boat ramp because it constantly floods when it rains. He’s been using a garden rake to clear ditches around his neighborhood to avoid more flooding. 

Horace said the flooding is due to a massive stormwater project impacting six locations around the city. 

“I have a sump pump I replace once every two years because it burns up. It never cuts off,” he said. "I'm not asking for anything special. I just want proper drainage for the home that holds the most water."

Horace notified the Department of Public Works about his concern.

Officials said the project design includes a "hybrid ditch" to keep water off the street and reduce standing water at nearby homes. The city has asked the contractor to make three specific changes to force the flow of water into the new hybrid ditch.

In addition, they are also offering to service and update a storm service pipe on Horace's property that may also reduce the flooding.

“I need relief from the water,” said Horace.
