ATTICA, Ind. -- An area of Attica was evacuated Friday morning after police made contact with a man carrying explosives in his vehicle.

The vehicle was parked along Edgewood Drive near the Ravine Heights apartments. Emergency crews were called out just after 10 a.m.

Indiana State Police said Robert William Bandy, 28, had explosives in the front seat of his van. The ISP bomb squad and Explosive Ordnance Disposal Team recovered two vests - one bullet proof, the other with explosives attached - from the van.

Two bombs were detonated by the ISP bomb squad and Bandy was taken into custody. The all-clear was given around 3 p.m.

Bandy was charged with undisclosed transportation of a dangerous device, possession, manufacturing and transporting a destructive device and manufacturing a hoax device.

Police did not release any information about why Bandy was carrying the bombs or who they were intended for.

Attica is a western Indiana city about 80 miles from Indianapolis.
