HOWARD COUNTY, Ind. -- Indiana State Police said Thursday they’ve cleared a Kokomo Police officer of any wrongdoing after his police badge was found inside the trailer of suspect Evan Dorsey, who shot and killed Howard County Deputy Carl Koontz.
A police report obtained by Call 6 Investigates showed a Kokomo Police officer reported his wallet, badge, and other items missing on March 16, four days before Koontz was shot and killed.
“He reported it, as he’s required to do,” said Indiana State Police Sgt. Tony Slocum. “We believe the officer had nothing to do with the badge ending up in the trailer other than losing his badge. Embarrassing, not something you want to do, but it happened.”
Howard County Prosecutor Mark McCann said the investigation is still ongoing into how the badge ended up in Dorsey’s trailer.

McCann said they have surveillance video of someone appearing to have possession of the badge going in and out of Dorsey’s property, but they have not identified who the person is.
The badge had nothing to do with illegal drug activity at Dorsey’s trailer or the shooting of Koontz, according to McCann.

Police uniforms were also found inside the trailer, however, McCann said Kokomo Police did not report any missing uniforms.
“It may have been that Mr. Dorsey could have obtained that from anywhere, online,” said McCann.
Dorsey’s rap sheet spans at least six counties in Central Indiana, mostly for drug offenses:
• 2008 - Montgomery County: Battery Resulting in Bodily Injury (guilty), Paraphernalia possession (dismissed) - Sentenced to 60 days in jail
• 2008 - Montgomery County: minor possession alcohol - dismissed as a result of plea agreement
• 2008 - Montgomery County: paraphernalia possession (guilty) - probation for 1 year
• 2009 - Montgomery County -Violates terms of probation - Sentenced to 360 days in county jail, work release
• 2009 - Morgan County - marijuana/has possession (guilty) - Sentenced to 100 days in county jail
• 2009 - Putnam County – illegal consumption (dismissed)
• 2011 - Marion County- marijuana/hash possession (guilty) - Sentenced to 60 days in jail
• 2014 - Clinton County: possession of a controlled substance (felony) (guilty), unlawful possession of syringe (felony) (guilty) - Sentenced to 18 months, 2 executed, 16 months probation
• 2015 - Clinton County: probation violation - sentenced to 60 days in IDOC, but never went to prison, served jail time, 10 months probation
• December 2015 - Howard County: Resisting law enforcement, false informing - pleaded not guilty, trial scheduled for April 2016
• January 2016: Warrant issued for his arrest after failure to appear in court in Clinton County
