INDIANAPOLIS — Three people have been charged in a deadly crime spree across Indianapolis.

The Marion County Prosecutor's Office has filed numerous charges against Richard Garrett, Delance Hatcher and Rashaana Farrow for their alleged roles in more than a dozen crimes including multiple non-fatal shootings and two murders. Two of the suspects involved are the same ones charged in the death of Fishers Police Department K-9 Harlej.

Garrett has been charged with 23 counts including:

  • Murder (2)
  • Conspiracy to Commit Murder
  • Criminal Recklessness (6)
  • Pointing a Firearm
  • Battery (7)
  • Aggravated Battery
  • Armed Robbery
  • Carrying a Handgun without a License (4)

Hatcher has been charged with 15 counts including:

  • Murder
  • Conspiracy to Commit Murder
  • Criminal Recklessness (5)
  • Pointing a Firearm
  • Battery (3)
  • Armed Robbery
  • Carrying a Handgun without a License (3)

Farrow has been charged with 15 counts including:

  • Murder
  • Conspiracy to Commit Murder
  • Criminal Recklessness (4)
  • Battery (5)
  • Carrying a Handgun without a License (4)

According to the probably cause affidavit, Hatcher and another man got into an argument at a gas station near 38th Street and Meadows Drive on Oct. 13 which led to multiple shots fired. During another incident on October 16, Hatcher fired multiple shots into a home and vehicle in the 4000 block of N. Meadows Drive. Hours later, court documents state taht Garrett, Hatcher and Farrow shot two people in the 3400 block of East 38th Street and then later that evening their accused of killing Devon Gillespie in an apartment in the 4100 block of Edgemere Court.

On Oct. 17, court documents state that Garrett, Hatcher and Farrow participated in multiple shootings, including a road rage incident in the area of Post Road and Pendleton Pike. Garrett is also accused of fatally striking Anthony Mack with his vehicle in the 3500 block of Tacoma Avenue. Shortly after that incident, the three are accused of stealing a vehicle from a gas station in the 3400 block of North Sherman Ave.

Garrett and Farrow have also been charged for their alleged roles in a double shooting on Oct. 20.

Hatcher was arrested on Oct. 18. Garrett and Farrow were arrested for an unrelated incident that included the murder of K-9 Harlej in Hamilton county in November.
