MUNCIE, Ind. -- The parents of two Muncie toddlers were arrested Monday after their children were found running along the train tracks in the rain, wearing only diapers.

Muncie Police Department officers were called to the area of Lincoln and Adams streets just after 5:30 p.m. for a report of two young kids alone on the tracks in the rain. When they arrived, a passerby flagged them down and said he had picked up the two young boys and put them in his vehicle until police arrived.

The man said he had recently seen a train pass over the tracks and was sure another one was due at any time.

According to court documents, officers described the two boys as "wearing only diapers, covered in dirt and both had dirty diapers." The officer took the children to City Hall where another officer changed their diapers and found dog food inside one of them, something they described as "a possible sign of food hoarding."

The officers also got the boys McDonald's and court documents say they "ate it all, appearing hungry and thirsty." Both children were then turned over to DCS who placed them in foster care.

Just over two hours after police picked up the children, they say Taylor Shively called to report that she had fallen asleep and could not find her two young boys. Taylor told police she had "no excuse" for why they had gotten out but that she had started a new medication and had fallen asleep.

The children's grandmother told police that this was the fourth time - that she knew of - that the children had gotten out of the house because they were not being watched.

Both Taylor and her husband, Brady, were arrested and are facing felony charges of neglect of a dependent. They both told police that DCS would find marijuana in their system.
