Father, grandmother of kidnapped Gary toddler charged

GARY, Ind. (AP) -- Gary police have filed charges against a 17-year-old East Chicago youth accused of kidnapping his son from foster parents and the maternal grandmother of the child.

Police spokeswoman Lt. Dawn Westerfield says Timothy Franklin Jackson is charged as an adult with burglary and two counts of kidnapping. She says he remained at large Friday afternoon.

Westerfield says 36-year-old Dollie Tecaxco of Lake Station has been arrested on charges of burglary and two counts each of kidnapping and assisting a criminal. It's not clear whether she has an attorney.

The then-15-month-old boy was taken from his Gary foster home at gunpoint by two males late on April 11 and discovered the next day in the custody of Jackson and the child's teenage mother. The boy was a ward of the state.
