CARMEL, Ind. – A 12-year battle to annex a section of central Indiana by Carmel ended this week.
Home Place, found in southern Hamilton County, will be annexed by Carmel in January 2018 following a negotiation by Concerned Citizens for Home Place and the city.
Home Place is bordered by 99th Street to the south, Pennsylvania Street on the west, 111th Street to the north and Westfield Boulevard to the east.
In 2005, Concerned Citizens for Home Place was successful in challenging the annexation, but the Indiana Court of Appeals reversed the decision two years later.
“We have successfully protected our district and its property owners from the forced annexation of Carmel for nearly fifteen years,” said CCHP President Matt Milam. “Regrettably, our legal efforts and options have run their course resulting in court decisions favoring Carmel. These rulings have been based on the County leasing fire services from Carmel for our district, whereby the courts found this arrangement constituted adequate grounds for Carmel to forcibly annex Home Place.”
During the most recent district meeting, those who live in Home Place expressed a variety of concerns about Carmel services, infrastructure installation costs, and eminent domain processes.
They also voiced their opinions about Carmel’s Master Plan and how it will impact their community.
Carmel’s City Council hasn’t provided information on how Home Place will be represented by way of council seat, according to Milam.
“It is a sad irony that today we are seeing the news of many powerful people being called to account for misconduct related to unsolicited overtures toward the less empowered. Yet here we are, having told Carmel, no, no, no, and they are able to successfully force their will upon the unwilling,” said a meeting attendee.
