Hogsett announces three top cabinet leaders

INDIANAPOLIS -- Indianapolis Mayor-elect Joe Hogsett announced three members of his cabinet leadership Thursday, including a former lieutenant governor.

Kathy Davis, who was appointed by Gov. Joe Kernan as Indiana's first female lieutenant governor, will lead an effort to "analyze and reform the city's financial and information systems."

Davis most recently worked for Sen. Joe Donnelly's (D-Indiana) campaign, until she resigned earlier this year over a disagreement about his vote to defund Planned Parenthood. She also previously served as the state budget director and controller for the city of Indianapolis.

“Kathy has dedicated her career to serving the public and improving the way government works,”said Hogsett. “With our city facing daunting fiscal challenges in the years ahead, I am honored that my friend has agreed to offer her unparalleled expertise and unique skills to the people of Indianapolis once more.” 

Hogsett also announced Jeff Bennett as his deputy mayor of community development, and Dr. David Hampton as the deputy mayor of neighborhood engagement.

Bennett, who currently works as the director of real estate services for non-profit lender IFF, will work to restructure and coordinate city departments to better serve neighborhoods, according to Hogsett.

“Too many parts of Indianapolis feel left behind, abandoned, or altogether forgotten by City Hall,” Hogsett said. “I firmly believe we must move forward as one city, and I am confident that Jeff has the experience and energy to take the bold steps necessary to reorganize and reorient our city’s government back toward our neighborhoods.”

Hampton, who is senior pastor at Light of the World Church, will be in charge of improving community outreach and communication.

“Over and over, I have heard from our neighborhoods that it feels like local government is talking at them, not with them,” Hogsett said. “I have known David since our time together at Christian Theological Seminary, and I know he will ensure our administration thinks before it speaks, speaks before it acts, and will always keep in mind that we serve the people of Indianapolis."

Davis, Bennett and Hampton join former public safety director Troy Riggs as the first of Hogsett's mayoral appointments to be announced.
