IMPD says 50 percent of crimes are not reported

INDIANAPOLIS -- Metro police believe that half of the city's victims fail to report crimes that happen to themselves or their neighbors. 

IMPD wants to conduct a citizen survey to find out why people do not report crime. 

Some victims say they won't call because of fear of retaliation. Still, others won't call police because they believe they can't or won't do something, or they have had a bad experience in the past.
