INDIANAPOLIS -- Indianapolis City-County Council President Stephen Clay and fired clerk Natrina DeBow held separate press conferences on Tuesday to address last week's firings and a resulting internal audit of the council.
Tuesday morning Clay addressed the media saying he was initiating an "operational and fiscal" audit of the Council office after shredded government documents were found in the offices of two fired staffers last week. Clay said the documents included "historical pay information" of employees and employee time sheets from 2010 - 2012.
Clay said he also found pay raises for the former clerk and deputy clerk for 24% and 18% that were approved and given out in 2016 without Council notice.

In response to Clay's announcement, former clerk Natrina Debow addressed media Tuesday afternoon saying she wasn't aware of any files that were missing from the council officers after she was let go.
She also said that raises her and Sa'Rita Hughes, the deputy clerk of the council, received were "justified" in a memo to Human Relations.

Clay fired Natrina DeBow and Fred Biesecker along with another staffer on Wednesday morning but did not give a reason for the firings.
"This decision is mine," Clay said Wednesday afternoon, shortly after the firings. "I did it, I made it."
Debow was clerk of the city-county council for 13 years and called it an "inappropriate firing" because she was elected by the entire council.
Biesecker was general counsel for the city-county council.
Clay called the firings "transitional" and said they were already in the works.
