The Kokomo City Council approved the second reading of an ordinance expanding civil rights protections to LGBT citizens Monday, and Mayor Greg Goodnight signed it into law Tuesday.
The 5-4 vote was the council's second approval of the ordinance, which has drawn large crowds and divided opinions.
At a previous meeting, a speaker opposed to the ordinance said he felt it would make him and his business "a target."
"I'm sorry this ordinance makes me a target for saying no to a gay couple and losing my viability," he said.
Supporters compared the proposal to the black Civil Rights movement.
"If we look back at our history 60 years ago, we were having these same discussions over water fountains, bathrooms and restaurants," a supporter said. "We do not want to repeat that history. We need to make history by promoting equality."
