Lawmaker files "Stop the Bleed" bill for school shooting aftermath

INDIANAPOLIS—A state lawmaker has introduced legislation that would help schools save lives in the aftermath of a school shooting.

Rep. Randy Frye (R-Greensburg) filed House Bill 1063, also known as the “Stop the Bleed” bill.

Frye said he worked with a surgeon in Richmond to develop the program that would place three kits inside every schools, including tourniquets, bandages and dressings to stop bleeding.

"I'm retired Indianapolis Fire Department, and I trained an awful lot of days for what I hoped would never happen, but if it did happen I had to be ready” said Frye. “Every school and every charter school will get three kits. Not every district, every school."

The Indiana Hospital Association would donate the kits and fire departments throughout the state would train schools on how to use the materials.

Frye’s committee, Veterans Affairs and Public Safety, held a hearing Tuesday on House Bill 1063 and it passed unanimously.

The bill passed unanimously in its first hearing.
