MUNCIE, Ind. -- No charges will be filed against two Muncie police officers who shot and injured a man in March.
Eric Hoffman, chief deputy prosecutor for Delaware County, said he conducted a through review based on video, photos and the Indiana State Police investigation.
Charles Dinkins was shot when he refused to stop for police in the 500 block of W. Memorial Drive, leading them on a chase.
After he crashed his vehicle into a house, he turned around and tried to run the officers over, Indiana State Police Sgt. John Bowling said.

A few weeks after the chase and shooting, Dinkins said he believed the shooting was racially motivated.
“If I were white and I had pulled over I still wouldn’t have got shot,” Dinkins said. “That’s the way I feel about it.”

As a result of the investigation into the incident, Dinkins has been charged with attempted aggravated battery, criminal recklessness, resisting law enforcement and two counts of leaving the scene of an accident.
“I regret a lot about that night. I wish I had just pulled over from the beginning,” Dinkins said in April. “I wish none of this had taken place. If I had just pulled over, none of it would have taken place.”
