CARMEL, Ind. -- Carmel Mayor Jim Brainard's controversial $5 million carousel plan may be just going in circles.
In a meeting Monday night, members of the Carmel Finance Committee announced they would not endorse the mayor's proposal.
The full council will officially vote on the proposal during their next meeting in mid-September.
The carousel is part of a development to bring a luxury hotel, improvements to a gold club and new storage buildings to the city, among other projects.
Opponents to the carousel say the money is better spent elsewhere, like on the city's fire department, police department and education services.
The committee did endorse funding for Christkindlmarkt, a European festival with food, shopping and ice skating.
