The victim, who has not been identified, was taken to a nearby hospital in critical condition.
Police say the suspect was riding an ATV, but ditched it at the scene.
A nearby man said he heard the shots being fired.
"Pop-pop-pop-pop-pop-pop-pop," Victor Lee said. "Just back-to-back-to-back. They wanted him dead. ... The gun violence is just terrible. We have kids out on the streets that need to grow up and live life and they have to see this."
