Bystanders were trying to help get the driver out of the submerged car when they arrived, Pell said.
"It's really a remarkable show of concern for humankind," Pell said. "When I get the chance to see them, I'm going to express to them how grateful I am that they are willing to take a risk like that. At the same time, that is a very, very serious risk."
He said he is glad they called 911 quickly.
Several fire departments and law enforcement agencies were on the scene.
The driver's identity hasn't been released.
